Bug with Imperial City?

I have problem with getting into Imperial City. I talked with IC officer in Wild Paradise and later I got quest from dwarf. But there are no guards at the gates to Imperial City and I can't get into it. Is it a bug or something?

It seems to be the same bug as mentioned here -

Did you change NumPathNodes value in f2_res.ini ? If so, you need to set it to 4 or lower.
Anyway, even if that is the problem, setting lower value only prevent the bug. It won't help to fix it. So upload your save somewhere and I'll try fix it for you.
