Hi, i've currently finished most of the quests on albuquerque (sided with the empire) but the only ones that give me the quest to investigate the mutant camp are the hunters, is this the only way? Can the emperor (aran) give you the guest to the mutant base/rebirth?

Nope, Aran won't ask you for going after mutants.
As for the camp, you can stumble upon it on your own, by wandering the wastes. Or simply explore it for Hunters and decide later what to do with your findings and what side you'll be on.

How do I lure Sebastian to the Camp of Mutants?

I've not getting dialogue option with him or his officers. I've not joined the Mutant Hunters if that helps...

Do you have active quest from Dernus about bringing Sebastian there? If so, then tell him that the super mutants left the base.

I don't actually have Base of Super Mutants as a locale on my PipBoy, it also isn't in Albuquerque. I do have the bring information to Sebastion about Rebirth as a quest.

I've been save scumming a lot, in this save I hadn't talked to the mutant boss.
