Does it work on Lystra? Or anyone else for that matter?
Can I be a murdering psychopath and still have Lystra with me using it?

Have you seen that perk in Resurrection or do you just asking at advance? It shouldn't be there, we have removed it, because it wasn't even working in Fallout 2. See http://fallout.wikia.com/wiki/Cult_of_Personality

It's not "automatically" working in vanilla game. Modders have to add checks for it in all related scripts, a pain in the a** for scripters. :P
