Alright, where's this guy's house? Somehow I'm unable to find it in the dead quarter. Isn't that where it's supposed to be? I feel like I'm missing something obvious again.

He lives in the imperial city, his house is on the same map as where you met him the first time.

Thanks, I was convinced he was talking of dead quarter as he mentioned "the quarter" in the dialogue.

where is cole after he run away?

I didn't find him yet, but from what I understand you can find him in the city at night, he's hiding somewhere.
Apparently he'll want to take his revenge on you.
