Just finished getting level 25 and all the perks I wanted. 513 HP at level 25 with Brutish Hulk perk and life giver perks with 10 endurance.
Played in hardest difficulty and combat.

Low intelligence really hurt at the start, but with mentats it makes getting by easier. For traits, I picked Fast shot and Small frame. Gambling perk to get money quickly at the beginning for operations to boost stats.

I had 230+ hp max, you have 513 hp, now who will get 999 hp? :D

Bonus Rate of Fire has required level of 15, is this correct?

Yes, it requires Lv 15 in FO2 engine.

The description for this perk is a bit confusing.

If you are supposed to get perks (for example) at levels 18, 21, 24, 27... then with this perk you would get perks at levels:

a) 17, 20, 23, 26...
or
b) 17, 19, 21, 23...?

I am guessing it is 17, 19, 21, 23..., but it is not exactly clear from the description.

Yes, it's b)
Suggest better description then. But don't forget that it can't say "you get perk every second level" because if the player has trait Skilled, it wouldn't be true.

EDIT: I see that in FoT it's "reduces your perk rate by 1", that's someting worth to think about.

I gave up Mentats in my stupid game because Drools does not approve that.
He is the very BEST companion in the game. No kidding. He is so much better than the others, it is unbelievable!! I bet he could kill Keri, Gabriel, Mutt, and Lystra a hundred times ALL BY HIMSELF!!
The fact that he remains always silent and gives no opinion on whatever you do is just icing on the cake. :D

Correct, this is how Divine Favor worked in Fallout Tactics.
