I hope this is not a stupid question, but how exactly do you go there at 11 sharp when you can't forward time in the city?

You can rest on the second floor of ghoul's hotel.

Do you know of any other special places to pass time in the cities?

Edit:
After a bit of testing, it seems resting is available in non-ground levels. Second floors or basements work, even the tunnel to Lost Town in Sedit.
