Because locals won't let you just sleep on the ground in the streets nor in their homes. Go to a hotel or to the wasteland.

Another option is to read "Waiting for Love" (Gregory's, Sedit) which can skip a few hours (depending on IN). If used from an active hand slot you can even skip 24 hours by reading it a couple of times.
I also found that in every place where you have to skip a few hours, there is always an option to rest (look for basements or the 2nd floor of a building, some of them allow to rest). The only place where this is not (necessarily) true is Corath.

And at one point (after working for Nestor) at Uncle's place (2nd floor).
The only case where it was slightly inconveniant was during the money skimming quest, as the "Black Widow" option requires to wait till it's dark (i.e. when Clint goes home/is at home) and there is no place to rest except the wasteland.
What I did was to combine the gravedigger quest with the Clint quest, which worked fine, but will not always be available.
However, there are other ways to do the Clint quest, but I found that this was the one case where there isn't (always) a resting place in town.

Really? Even nowadays people don't go around bothering bums that sleep on park benches or they'd be risking a stab wound. Yeah, in the world like that not many people would wake you up if you managed to fall asleep undisturbed by local order keeping force.
